An honor student in the top 3 of all her classes. Her country of origin is Waleland.

She comes from an aristocratic family, has excellent grades and a cool personality. She is popular amongst her juniors but has a side of her that is less befitting of a noble such as being absentminded, liking to save money and keeping an account book. She has a younger sister called Henrietta, but since they aren't able to meet often she diverts her feelings of loneliness by getting hooked on the cabaret club suggesting she has somewhat of a sister complex.

She belongs to the unit LiGHTs. She is childhood friends with the leader Tiara, so they often compose music together.

She is an excellent student who works as the class representative, but she has a surprising amount of weaknesses which Tiara says are "Rose's cute points".

Tiara has just been accepted to the Flora Girls Academy for young witches. Her lifelong dream of becoming a powerful “light” to cleanse the world of magical beasts is now possible. But not before she hits the magical music books! Oh, and little did Tiara know that she’s about to take center stage in a classroom full of potential dropouts. Challenge accepted.

On July 31, 2023, Kubota announced on Twitter that she has retired from voice acting. On March 25, 2025, it was announced that Kubota would return to voice acting under the name "Risa Hoshina"

Tiara is setting out on her new life whether her older sister wants her to or not. Taking a coach from Bristol, she comes to Flora Girls' Academy with dreams of not only joining her old friend Rosetta, but also of entering the prestigious witch school. Much to her surprise, she's admitted almost instantly by not-at-all-suspicious headmistress Chloe, whose one directive is that Tiara join Rosetta's "group." That's fine by Tiara, and she's thrilled to meet fellow group mates Lynette, Ashley, and Lavie. But there's more going on than meets the eye, and Tiara learns the alarming truth about her admittance: all four members of her group are failing, and if they don't pass this semester, all of them will be expelled as a group – including their newest member.
