The year is U.C. 0105. Twelve years have passed since the end of the second Neo Zeon War (Char’s Rebellion). Even after “the Axis Shock,” which seemed to indicate the future of humanity and the Universal Century, the world is still in a chaotic situation where intermittent military conflicts continue to break out. The Earth Federation government is more corrupt than ever, and its leadership has not only accelerated Earth's pollution, but also implemented an inhuman "Man Hunting" policy in which civilians are forcibly exiled to outer space. 
 
The anti-Federation government organization “Mafty,” led by someone called “Mafty Navue Erin," has taken a stand against the corruption of the Earth Sphere. Mafty carries out fierce acts of terrorism, assassinating high officials of the Federation government one after another, but it gains a certain level of support from the populace who are growing more opposed to the Federation government. 
 
The person who calls himself “Mafty” and leads this organization is Hathaway Noa, the son of Bright Noa, an officer of the Earth Federation Forces who once participated in the One Year War. Hathaway himself joined the forces trying to stop Char’s Rebellion. With firsthand knowledge of the ideals and ideologies of Amuro Ray and Char Aznable, he has become a warrior following in their footsteps, and plans to clear a path forward through armed resistance. His destiny, however, is drastically altered as he encounters the Federation Forces officer Kenneth Sleg and a mysterious young beauty named Gigi Andalucia.

Haunted by past trauma, Hathaway is drawn to the mysterious girl Gigi Andalucia, whose strange powers stir memories within him. While swayed by her cryptic words, he continues preparing for Mafty’s mission — the attack on the Adelaide Conference. Meanwhile, Kenneth Sleg of the Federation Forces prepares a defense operation for the Adelaide Conference and a plan to eliminate Mafty, when he is approached by Handley Yoxon of the Criminal Police Organization with a secret proposal. As Hathaway and Kenneth pursue their respective goals, Gigi also sets off for Hong Kong to fulfill her own role.

In Hathaway's Flash Hathaway Noa, still haunted by his past actions (not to mention the spirt of deceased Newtype Quess Paraya), joins a terrorist organization called Mafty and adopts the false name "Mafty Navue Erin". The organization Mafty is fighting a terrorist campaign against the Earth Federation government, and they are eventually able to acquire the incredibly powerful prototype &Xi; Gundam, which Hathaway becomes the pilot of. Using the &Xi; Gundam Mafty attempts to attack a meeting of high-ranking Federation cabinet members in Adelaide, Australia to force them to vote down a provision which would strengthen the Federations already considerable powers. 
As a point to note, this novel focuses on a version of events chronicled in creator Yoshiyuki Tomino's novelized form of Char's Counterattack, rather than his animated movie version, and as such, several discrepancies can be found between the animated work and this novel, making it more of a semi-canonical UC storyline, rather than 100% official canon.
