Laura is a mermaid from "Grand Ocean" with a passion for singing and a dream of becoming the next ruling queen. In order to achieve her dream, Laura has set her mind on rescuing her homeland from a current threat by finding and gathering the legendary warriors: Precure! She sets out to Aozora City where she meets Manatsu, a girl the same age as her, and decides to live in the city with Manatsu and her friends. She is a confident and logically structured mermaid that isn't afraid to say whatever is on her mind.

Manatsu Natsuumi is a first-year junior high school student born and raised on a small island. Laura's hometown, Grand Ocean, is attacked by a witch who lives in the dark depths of the ocean, and all of their motivational power is taken away. It is said that if the motivational power of humans is also taken away, the world will be in deep trouble.
