The Operators are designed to handle various tasks within the government agency Public Security Section 9, such as operating computers, carrying equipment within the agency's building, and even crewing aircraft.

Physically they are gynoids, seen wearing office lady-style suits. In one episode, additional Operators are seen coming out of the walls to replace disabled units during a particularly strenuous task, suggesting that Section 9 has many in backup and that the units are switched regularly. Their physical appearance is of a female wearing an office lady's suit. They have brown hair tied in a pony tail with brown eyes. It should be noted that they happen to be some of the most advanced Operators in the series besides Proto who is a prototype bioroid.

In the not so distant future, mankind has advanced to a state where complete body transplants from flesh to machine is possible. This allows for great increases in both physical and cybernetic prowess and blurring the lines between the two worlds. However, criminals can also make full use of such technology, leading to new and sometimes, very dangerous crimes. In response to such innovative new methods, the Japanese Government has established Section 9, an independently operating police unit which deals with such highly sensitive crimes. 
Led by Daisuke Aramaki and Motoko Kusanagi, Section 9 deals with such crimes over the entire social spectrum, usually with success. However, when faced with a new A level hacker nicknamed “The Laughing Man”, the team is thrown into a dangerous cat and mouse game, following the hacker’s trail as it leaves its mark on Japan.

Xanthe Huynh is an American voice-actress of Vietnamese descent. Huynh's path to acting began during a course in theatre acting during an elective course while in middle school. She fell in love with acting and continued on the acting path throughout high school and her passion eventually led to her graduating with a degree in Dramatic Arts at the University of Irvine in California. 

Huynh also enjoyed anime as a hobby and confided in her friends if there was any way to combine her two loves. Her friends were supportive of the idea and pushed her to try out for Anime Expo's voice acting competition called AX Idol. She would eventually make it as a finalist and was invited to audition for, and eventually signed with Bang Zoom! Entertainment and is still currently working for them since 2008, and is currently based in Los Angeles, California. 

Since signing, Huynh has gone on to voice minor and major character roles in anime and video games in major productions. Besides voice acting, Huynh also enjoys cosplaying, which is proudly displayed on her Instagram.
