~!Hondou Hidemi is an undercover CIA agent who has managed to infiltrate the Black Organization under the codename Kir. She has a younger brother named Eisuke. She was forced to kill her father, Hondou Ethan, who was also in the CIA, after a mistake nearly caused her to lose her cover in the organization.   Despite having to maintain her cover within the Black Organization, Hidemi remains a compassionate person and attempts to preserve as many lives as she can. Having seen him in action, she has come to trust Conan and his judgment implicitly.!~Among the members of the Black Organization though, she appears to be cold and obedient to her superiors, but she acts a bit more merciful than the others, causing Gin to get suspicious of her at times.

Kudo Shinichi is a seventeen year-old high school detective whom people call the "Modern Sherlock Holmes." However, one night after a date with his childhood sweetheart, Ran, Shinichi witnessed an illegal trade and, caught off his guard, was knocked unconscious and fed a drug that was supposed to kill him... but he woke up and found himself shrunken to a seven year-old. In order to track down the men who did this to him, Shinichi hid his identity and lived with Ran, whose father happened to be a hopeless detective, and with that came a series of murders and mysteries that he must solve.

This time's location is set in the sea near the Hachijo-jima island, Tokyo. Engineers from around the world have gathered for the full-scale operation of "Pacific Buoy," an offshore facility to connect security cameras owned by the worldwide police forces. A test of a certain "new technology" based on a face recognition system is underway there.

On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies—such as England's MI6, Germany's BND, and America's CIA—as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. The spy steals a car and escapes. The spy and Amuro are then locked in a dead heat on the highway, and just as it is about to cause an accident with multiple cars, the spy's car is hit by FBI agent Shuichi Akai's rifle bullet and falls off the roadway. 
 
The next day, Conan and his friends go to a newly-remodeled aquarium in Tokyo. Under the main attraction, a Ferris wheel, Conan finds an attractive woman alone and injured. Her left and right eyes are different colors. 
 
But the woman is in a state of amnesia where she doesn't even remember her own name, and the cellphone she's carrying is broken. Conan and his friends promise to help her regain her memory, so they stay with her. 
 
Throughout all this, Vermouth is watching behind the scenes. Afterwards, she pulls out a silencer and speaks into an attached intercom, "It's as planned, Gin."
