Andre Camel is brutish looking FBI agent. In the past, he accidentally exposed Shuichi Akai&#039;s identity as an FBI agent to the Black Organization and impeded his mission as a spy. He felt his mistake caused Akai&#039;s love interest to be killed by the Black Organization and has thus felt indebted to Akai ever since.

This time's location is set in the sea near the Hachijo-jima island, Tokyo. Engineers from around the world have gathered for the full-scale operation of "Pacific Buoy," an offshore facility to connect security cameras owned by the worldwide police forces. A test of a certain "new technology" based on a face recognition system is underway there.
 
Meanwhile, Conan and the Detective Boys visit Hachijo-jima at Sonoko's invitation and receive a phone call from Subaru Okiya (a graduate student in the Graduate School of Engineering at Tokyo Metropolitan University, who is an FBI agent Shuichi Akai and a black-robed organization's Rye) informing them that a Europol employee was murdered in Germany by the Black Organization's Jin.
 
Conan, who is disquieted, sneaks into the facility and finds that a female engineer has been kidnapped by the Black Organization...! Furthermore, a USB drive containing certain information in her possession ends up in the hands of the organization... On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies—such as England's MI6, Germany's BND, and America's CIA—as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. The spy steals a car and escapes. The spy and Amuro are then locked in a dead heat on the highway, and just as it is about to cause an accident with multiple cars, the spy's car is hit by FBI agent Shuichi Akai's rifle bullet and falls off the roadway. 
 
The next day, Conan and his friends go to a newly-remodeled aquarium in Tokyo. Under the main attraction, a Ferris wheel, Conan finds an attractive woman alone and injured. Her left and right eyes are different colors. 
 
But the woman is in a state of amnesia where she doesn't even remember her own name, and the cellphone she's carrying is broken. Conan and his friends promise to help her regain her memory, so they stay with her. 
 
Throughout all this, Vermouth is watching behind the scenes. Afterwards, she pulls out a silencer and speaks into an attached intercom, "It's as planned, Gin."

Japan is celebrating the upcoming World Sports Games (WSG), the world's largest sporting event, in Tokyo. The "Japanese Bullet," the world's first vacuum-tube super-conducting linear train, is built with the latest Japanese technology and timed to coincide with the WSG opening ceremonies. The train is set to run from Shin Nagoya Station to Tokyo Station at up to 1,000 kilometers per hour (about 600 miles per hour). However, a bizarre incident occurs during a party held by famous major sponsors, leading to a string of kidnappings of top executives. Conan deduces a possible link to serial abductions in the WSG 15 years earlier in Boston.
