Jinpei Matsuda was originally a member of the Tokyo Police bomb squadron. His partner Kenji Hagiwara was killed four years previously by a serial bomber in Shinjuku and he had sworn revenge on the police for the accidental death of his partner. When the killer resurfaced three years ago, Matsuda's superiors, fearing that he would become reckless due to personal interest, transferred him to Megure's department, where he was promptly partnered with Miwako Sato, then a rather new detective.

~!Matsuda's death haunted Sato for years to come, as she had fallen in love with him, and she kept his final message on her cell phone as a reminder of him. When the bomb killer was finally caught by her and Takagi, she managed to put behind the haunt of her past, though she promised herself never to forget about Matsuda.!~

On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies—such as England's MI6, Germany's BND, and America's CIA—as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. But the woman is in a state of amnesia where she doesn't even remember her own name, and the cellphone she's carrying is broken. Conan and his friends promise to help her regain her memory, so they stay with her. 
 
Throughout all this, Vermouth is watching behind the scenes. Afterwards, she pulls out a silencer and speaks into an attached intercom, "It's as planned, Gin."

Conan, Ran, Sonoko, and Kogoro were heading to Yokohama's Minato Mirai district with motorcycle enthusiast Masumi Sera for the Kanagawa Motorcycle Festival. Then, a mysterious black motorcycle appeared, leaping over the car carrying Conan and the others. And chasing it was Chihaya Hagiwara of the Kanagawa Prefectural Police Traffic Mobile Unit—the “Goddess of the Wind” Ran had once seen. However, after a fierce car chase, Chihaya's motorcycle was wrecked, and she let the target slip away at the last moment. After arriving at the Yokohama festival venue, Conan and the others witnessed the unveiling of a new police motorcycle equipped with cutting-edge technology, named "Angel." Amidst this, reports surfaced that a runaway "black motorcycle" had now appeared in central Tokyo, evading pursuit by the Metropolitan Police Department. The purpose of the rampage remains unknown, but the vehicle's body bears a striking resemblance to "Angel." Police have dubbed the black Angel bike "Lucifer" and continue their pursuit.
