Ko Ichinomiya's family motto is "Never be indebted to anyone," but after losing his pants and falling into the Arakawa River, he quickly finds himself in debt to his savior, the cutely insane Nino (who happens to live under the bridge). To repay her, he vows to help her with her desire to "experience love." Along the way he'll meet the river's other residents, including a hot-blooded kappa, a Sister in drag, and a literal rock star. Houchuu Ootsuka is a Japanese voice actor and narrator affiliated with the talent management firm Crazy Box. 

He is best known for his roles as the voices of Kyao Mirao in Heavy Metal L-Gaim; Yazan Gable in Mobile Suit Zeta Gundam; Akira Sendō in Slam Dunk; SignalMan in Gekisou Sentai Carranger; Imagin, Deneb in Kamen Rider Den-O, Abuto in Gintama, Makoto Sōda in Captain Tsubasa and Jiraiya in Naruto. He is also known for dubbing for Jean-Claude Van Damme, Donnie Yen (especially in Ip Man series), Jeff Goldblum, Ray Liotta, Tim Robbins, John C. McGinley, Brent Spiner, Robert Patrick and many more. He was also the first dubbing voice actor of Kiefer Sutherland and Christopher Lambert in their early days. 

In the dry riverbed of Arakawa River, undefeated elite Ichinomiya Kou (aka Ric) met the lovely homeless girl Nino, a self-declared Venusian. Their awkward love stirs up trouble among the other strange inhabitants of the riverbed.

Kou Ichinomiya, a young man born with a silver spoon in his mouth and raised with the mantra “never owe anyone” suddenly finds himself deeply indebted to a young homeless woman, Nino, who lives on the Arakawa river bank and claims to originally be from the planet Venus. When Nino rejects all of Kou’s mundane offers of money or housing, Kou is at a loss for how to repay his debt, until Nino suddenly asks him to teach her about love. A daunting task, but the over-achieving Kou is determined to return Nino’s favor. And so begins Kou’s life under the bridge, along with a band of eccentric characters who have formed their own little community outside the boundaries of typical Tokyoite life…
