"Ryo-san" is a thirty-six-year-old police officer with the personality of a twelve-year-old. His laziness when it comes to work is matched only by his zeal and cleverness in hatching money-making schemes, the fruits of which are invariably squandered on toys, gadgets, and cheap entertainment. He is the stereotypical street-smart "shitamachi" type, sporting a Crew cut and stomping about in ratty sandals (even in uniform), and narrow-minded towards the outside world, as he makes his rounds on a creaky old bicycle. At the same time, he is a super-otaku, up on all the latest fads in popular culture and consumer technology. 

While most of his interests are of the juvenile sort (such as video games and collectibles), he also indulges in more typically salaryman-type pastimes such as drinking, pachinko, and gambling (especially horse-racing). Despite his undisciplined lifestyle, he possesses superhuman strength and stamina, which he is forced to depend on at times. Ryotsu is a bachelor and seems relatively uninterested in women, yet occasionally attracts the attention of naïve young female acquaintances, though never with any eventual success.

Ryoutsu, being an underpayed policeman, is always coming up with ways to make some quick money. But in the end, his plans which are ridiculous from the beginning always go wrong and land him in big trouble with the Buchou.

The typical Kochikame plot involves Ryo-san coming up with a money-making scheme by inventing a new gadget or capitalizing on a fad, achieving great success, calling on Nakagawa's help as things turn sour, and finally losing it all as the fad runs out of steam or out of control. While the plots are gag-driven, much of the humor comes from the juxtaposition of mundane characters with the bizarrely incongruous (Nakagawa's wealth, Maria's appeal, everyone's lack of actual police work), most of which is never explained or rationalized in the slightest.

A special that was part of many animated multi-screen Panic Adventure crossovers of Shueisha manga series that have been screened at special events called "Odaiba Boken-Oh" (お台場冒険王; lit. "Odaiba Adventure King") in Japan. These events were held from 2003 to 2008 to commemorate Fuji TV's 45th anniversary. 
 
The crossover was featured exclusively at the Fuji TV headquarters in the Kyutai (orb) section, where smaller screens partially surrounded the audience watching, each showing a point of view, while a bigger one would be used for close-ups.

“ANIMATION × PARALYMPIC: Who Is Your Hero?” is a special series featuring fictional Paralympic athletes depicted in world-renowned Japanese animation. The project aims to introduce new Paralympic sports heroes through attractive characters and stories that will be created by the collaboration of famous comic creators and animation film directors. The series will increase the number of featured sports by 2020. 

An episode animated by Kyoto Animation was scheduled to be broadcast in August 2019, but was later announced to be cancelled after it was determined production could not be completed in time for the 2020 Paralympic Games due to a tragic arson attack on the studio.

The wicked multi-billionaire, Shinatora, builds wretched, ugly buildings. The explosives genius calling himself Benten has targeted Shinatora's empire and begins to destroy the monstrosities that are wiping out whole sections of downtown Tokyo. In cooperation with the local police force, the FBI has sent Lisa Hoshino, a bomb disposal expert, and her robot assistant, Dandy, on a lecture tour of Japan. Ryotsu is reluctantly paired with Lisa to protect the people of the Kameari district. Why does Benten only target Shinatora's buildings? What is his next target? 
Another email warning arrives at the Katsushika Police Station. Benten's next target is the newly built, gigantic amusement park, Shinatora World. Lisa and Ryotsu hurry to the scene. What they find is a huge Soviet-era rocket armed with a massive bomb powerful enough to obliterate the entire area of Katsushika.
