A serious, intelligent character of the series, he becomes the vice president after losing to Ui Wakana's love campaign and her extroverted personiality. She soon moves into his apartment and informs him that their parents set them up in an arranged marriage when they were 3 while they were drunk.

At first, Hayato is opposed to the idea of a boy and girl living together and is upset how the arranged marriage isn't respecting their feelings. He also has trouble initiating kisses or other acts of romance or sexual pleasure. However, it is shown that once he has started, he becomes more sadistic and willing to engage with Ui.

The story begins with Izumi Hayato running to be student body president. But when a beautiful girl swings in promising the liberalization of love while flinging condoms into the audience, he ends up losing to her and becoming the vice president. At the student council meeting, the newly-elected president invites herself over to Izumi's house, where she promptly announces she is to become Izumi's wife thanks to an agreement – facilitated by alcohol – made between their parents when they were only 3.

Kazuyuki Okitsu is a Japanese voice actor and narrator. After he graduated from the Osaka University of Arts he was initially represented by the REM talent agency but from May, 2007 he has been affiliated with Kekke Corporation. When he was a 3rd year high school student he was the moderator for the 79th Japanese High School Baseball Championship opening ceremony.
