Puri-Puri Prisoner is a flamboyant, openly homosexual superhero. He takes an interest in other, up-and-coming heroes and criminals; an interest which led to his titular jail sentence, as he kept attacking them. Criminals that he apprehends are then added to his harem. 

The story revolves around "Mob," a boy who will explode if his emotional capacity reaches 100%. This boy with psychic powers earned his nickname "Mob" because he does not stand out among other people. He keeps his psychic powers bottled up so he can live normally, but if his emotional level reaches 100, something will overwhelm his entire body.

Saitama has a rather peculiar hobby, being a superhero, but despite his heroic deeds and superhuman abilities, a shadow looms over his life. He's become much too powerful, to the point that every opponent ends up defeated with a single punch.
 
The lack of challenge has driven him into a state of apathy, as he watches his life pass by having lost all enthusiasm, at least until he's unwillingly thrust in the role of being a mentor to the young and revenge-driven Genos.

Saitama is a hero who only became a hero for fun. After three years of “special training,” he’s become so strong that he’s practically invincible. In fact, he’s too strong—even his mightiest opponents are taken out with a single punch. Now, the great seer Madame Shibabawa’s prediction about the Earth being doomed seems to be coming true as the frequency of monster incidents escalates. Alongside Genos, his faithful disciple, Saitama begins his official hero duties as a member of the Hero Association, while Garou, a man utterly fascinated by monsters, makes his appearance.

Follows the life of a hero who manages to win all battles with only one punch. This ability seems to frustrate him as he no longer feels the thrill and adrenaline of fighting a tough battle, which leads to him questioning his past desire of being strong.

The first special is titled "Shinobiyori-sugiru Kage" and takes place after Saitama's fight with Mosquito Girl, and it follows Genos as he is persistently and suspiciously prowling after Saitama trying to find out the secret of his strength. Additionally, a mysterious person appears who has a "certain reason" to hold a grudge against Saitama.

Posted on Yuusuke Murata's twitter, the anime short follows Saitama after he discovers a 1-yen (about US$0.01) sale for high-grade hot-pot meat — but the sale ends at 5:00 p.m. that day.
