Hotaru is the Student Council President and is known for her brute strength, good reflexes, and a strong sense of Justice. She claims to not let "evil-doers" get away with their evil deeds and is often noted to enjoy picking fights for the sake of what's correct to the point where she beats up a bunch of students who were extorting money from a helpless student and desires for revenge on learning that her best friend, Kanae was supposedly conned by a Host. 

Although confrontational, she becomes very guilty and apologetic when she realizes that she was mistaken, as shown when she kneels and bows her head in apology after arguing with Masamune, despite there being several other people present. She is noted to have terrible accuracy with a gun and a bad habit of charging into the field without delay, but outstanding speed, stamina, and strength, which she uses to her advantage in close-quarters combat. She uses a Heckler & Koch G3 SAS High Cycle, a submachine gun, as her weapon from episode 4 onwards. She is often mistaken as a guy due to her appearance. She is next-door neighbors with Masamune.

When Hotaru Tachibana storms into a host club to avenge the honor of a wronged female student, the last thing Hotaru expects is to duel the club’s most popular host with airsoft guns instead of fists. When Masamune Matsuoka’s experience wins out over Tachibana’s brawn, he realizes that he can use his victory (and the large bill for damaging the club) to make Tachibana join his struggling Survival Gaming team. However, what ladies’ man Masamune totally misses is that his unwilling new guy… isn’t a guy at all! Under the boy’s clothing and strong need to defend justice, Tachibana is all-girl, but, for a number of complicated reasons, she absolutely CAN’T expose that fact to Masamune or his teammate, the erotic manga artist Tooru Yukimura.<br>

Monica's father is from Pontevedra, Galicia, Spain, and when she was young, her family would often visit there. She would translate for her younger brother some of the European Spanish-dubbed cartoons which included anime like Doraemon and Dragon Ball Z, often imitating the various characters. Monica studied ballet, tap, and jazz, but transitioned to musical theater when was 12. She studied acting through high school as well as college at the University of Houston. She's cited voice actor inspirations from The Simpsons, Family Guy, and Beavis and Butt-head. She was working on a theater show with Jason Douglas, who suggested she audition for ADV Films. Her first voice-over role was a walla in the 1999 dub of Martian Successor Nadesico.
