Paul von Oberstein is a captain serving as chief of staff in fortress Iserlohn of the Galactic Empire. He was born blind and has to wear artificial eyes to see. He has nothing but contempt for his incompetent commander and despises the high nobles, realizing fully well the decadence of the Goldenbaum dynasty and how ignorant they are of the common people’s plight. If he himself had been born a few years earlier, when the “inferior genes exclusion law” was still in effect, he would have been discarded as dangerous to the species. Because of that and realizing Reinhard’s abilities, he wants to join his camp. Oberstein is a genius strategist and organizer, both in war and politics. Calm and composed, he never shows any sign of emotional distress, everything he says and does is part of a well thought, reasonable plan. 

For decades, the Galactic Empire has been locked in an interstellar war with the Free Planets Alliance, a conflict that involves thousands of spaceships and millions of soldiers on both sides. Two new commanders enter the conflict with great hopes: Imperial Admiral Reinhard von Lohengramm and the FPA's Yang Wen-Li. As they deal with superiors and subordinates, maneuver through complicated political arrangements, plot strategies, and win battles, each will be tested, and ultimately, changed, by the reality of war.

The Free Planets Alliance's invasion of the Galactic Empire has failed after supply mismanagement led to heavy losses. Unwilling to abort the expedition despite being greatly outnumbered, Fleet Admiral Lazar Lobos orders the remaining Alliance fleets to gather in the Amritsar Starzone for a final stand against the incoming counterattack. 
 
Strategic genius Fleet Admiral Reinhard von Lohengramm leads the Imperial forces into this decisive battle with an overwhelming advantage. However, his rival, tactical magician Vice Admiral Yang Wen-li of the Alliance, once again makes up for the incompetence of his superiors and stages a narrow escape for himself and his fellow soldiers. The sequel to Legend of the Galactic Heroes: Die Neue These Second.

This movie, based on an anecdote of "Ginga Eiyuu Densetsu" written by novelist Tanaka Yoshiki, preludes the 110-episodes TV series by describing the first encounter between the ambitious young man Reinhard von Museal under the imperial flag and the passive Yang Wenli who serves a corrupting democracy. Set in an imaginative future, the story describes the first encounter between Yang and Reinhard and discusses how heroes are born.
