One of the Chief Inspectors of the police department, Megure is often called upon to conduct the investigations of the various crimes committed around the city.

Shortly after Megure had come to the police force, he was involved in a case in which he would meet his future wife, [Midori.](https://anilist.co/character/42218/Midori-Megure) As a result of the case, he has taken to wearing a hat in public in order to hide a scar which he gained and his own self-consciousness about how he came to his marriage. Megure was also a good friend of star detective story novelist [Yusaku Kudo,](https://anilist.co/character/9177/Yusaku-Kudo) and would in the past consult him about one case or another. On many such occasions, Yusaku would take his son [Shinichi](https://anilist.co/character/1742/Conan-Edogawa) with him, who would pick up his father's investigative skills and eventually become a detective in his own right.

Megure is almost always there on the scene when a murder occurs, always interviewing the suspects, and acting as the commanding officer of the group of police he brings along with him, among them [Wataru Takagi,](https://anilist.co/character/9421/Wataru-Takagi) [Miwako Sato,](https://anilist.co/character/13975/Miwako-Satou) [Ninzaburo Shiratori,](https://anilist.co/character/9180/Ninzaburo-Shiratori) and [Kazunobu Chiba.](https://anilist.co/character/30373/Kazunobu-Chiba) Megure and [Kogoro Mouri](https://anilist.co/character/1746/Kogoro-Mouri) were former co-officers in the district.

Megure is a capable veteran officer who cares much for his underlings, but he is prone to occasional shouting fits whenever something does not go right or when his temper gets the better of him. He also has little patience for fools, but tends to be a bit too conservative, limiting his ability for flexible thinking. 

After Shinichi solved their first mutual case for him, he has regularly consulted him in difficult cases and considered him a great help. In stark contrast to this, he tends not to think much of Conan and the Detective Boys, usually thinking of them as a nuisance until they solve the ongoing case for him. Likewise, from their common police days, he has no high regard for Kogoro, and he thinks that he may actually be under some kind of jinx, since wherever Kogoro hows up, there is always some murder case nearby _(a fact which actually conforms to Conan, which in later cases he seems to have realised)._

Kudo Shinichi is a seventeen year-old high school detective whom people call the "Modern Sherlock Holmes." However, one night after a date with his childhood sweetheart, Ran, Shinichi witnessed an illegal trade and, caught off his guard, was knocked unconscious and fed a drug that was supposed to kill him... but he woke up and found himself shrunken to a seven year-old. This time's location is set in the sea near the Hachijo-jima island, Tokyo. Engineers from around the world have gathered for the full-scale operation of "Pacific Buoy," an offshore facility to connect security cameras owned by the worldwide police forces. Meanwhile, Conan and the Detective Boys visit Hachijo-jima at Sonoko's invitation and receive a phone call from Subaru Okiya (a graduate student in the Graduate School of Engineering at Tokyo Metropolitan University, who is an FBI agent Shuichi Akai and a black-robed organization's Rye) informing them that a Europol employee was murdered in Germany by the Black Organization's Jin.
 
Conan, who is disquieted, sneaks into the facility and finds that a female engineer has been kidnapped by the Black Organization...! Furthermore, a USB drive containing certain information in her possession ends up in the hands of the organization... On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies—such as England's MI6, Germany's BDN, and America's CIA—as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. The spy steals a car and escapes. The spy and Amuro are then locked in a dead heat on the highway, and just as it is about to cause an accident with multiple cars, the spy's car is hit by FBI agent Shuichi Akai's rifle bullet and falls off the roadway. 
 
The next day, Conan and his friends go to a newly-remodeled aquarium in Tokyo. Under the main attraction, a Ferris wheel, Conan finds an attractive woman alone and injured. Her left and right eyes are different colors. 
 
But the woman is in a state of amnesia where she doesn't even remember her own name, and the cellphone she's carrying is broken. Conan and his friends promise to help her regain her memory, so they stay with her. 
 
Throughout all this, Vermouth is watching behind the scenes. Afterwards, she pulls out a silencer and speaks into an attached intercom, "It's as planned, Gin."

Japan is celebrating the upcoming World Sports Games (WSG), the world's largest sporting event, in Tokyo. The "Japanese Bullet," the world's first vacuum-tube super-conducting linear train, is built with the latest Japanese technology and timed to coincide with the WSG opening ceremonies. The train is set to run from Shin Nagoya Station to Tokyo Station at up to 1,000 kilometers per hour (about 600 miles per hour). However, a bizarre incident occurs during a party held by famous major sponsors, leading to a string of kidnappings of top executives. Conan deduces a possible link to serial abductions in the WSG 15 years earlier in Boston.

Ran has a nightmare about her mother dying, but starts to remember what really happened involving herself, her mother, and her father from 10 years ago. Meanwhile, people are being injured by a certain culprit. Conan soon realizes that these people all have some kind of relation to Mouri, and that they all had a number in their name corresponding to a playing card and were being targeted in order, from the king down to the ace. The police soon decide that a murderous card dealer who just got out of jail and wanted revenge on Mouri is behind it. However, as injuries become murders and it is a race to predict who the next victims will be, Conan soon finds that the truth is something completely different, while learning about the incident from 10 years ago in the process.

In the film's story, Kid has his eyes set on the "Lady of the Sky" jewel aboard Bell 3, the largest airship in the world.
