Miwako Sato is a police assistant inspector and detective.

Sato is considered one of the most dangerous members of the police, being not at all afraid to get tangled with dangerous men in fights, which she almost always wins. She has a strong sense of justice, and hates criminals who take lives for an idiotic reason. She does have a softer personality, in which she is very friendly with the Detective Boys, and especially [Conan,](https://anilist.co/character/1742/Conan-Edogawa) whom she considers is a big help in difficult cases. When in action, however, Sato can be quite reckless and daring, which has earned her the title 'The Silver Witch' among car racers on Mount Fuyuna due to her driving style. Sato can also get highly emotional if cases involve people close to her, like [Takagi](https://anilist.co/character/9421/Wataru-Takagi) and [Matsuda.](https://anilist.co/character/30364/Jinpei-Matsuda)

This time's location is set in the sea near the Hachijo-jima island, Tokyo. Engineers from around the world have gathered for the full-scale operation of "Pacific Buoy," an offshore facility to connect security cameras owned by the worldwide police forces. Meanwhile, Conan and the Detective Boys visit Hachijo-jima at Sonoko's invitation and receive a phone call from Subaru Okiya (a graduate student in the Graduate School of Engineering at Tokyo Metropolitan University, who is an FBI agent Shuichi Akai and a black-robed organization's Rye) informing them that a Europol employee was murdered in Germany by the Black Organization's Jin.

On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies—such as England's MI6, Germany's BDN, and America's CIA—as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. The spy steals a car and escapes. But the woman is in a state of amnesia where she doesn't even remember her own name, and the cellphone she's carrying is broken. Conan and his friends promise to help her regain her memory, so they stay with her. 
 
Throughout all this, Vermouth is watching behind the scenes. Afterwards, she pulls out a silencer and speaks into an attached intercom, "It's as planned, Gin."

Japan is celebrating the upcoming World Sports Games (WSG), the world's largest sporting event, in Tokyo. The "Japanese Bullet," the world's first vacuum-tube super-conducting linear train, is built with the latest Japanese technology and timed to coincide with the WSG opening ceremonies. The train is set to run from Shin Nagoya Station to Tokyo Station at up to 1,000 kilometers per hour (about 600 miles per hour). However, a bizarre incident occurs during a party held by famous major sponsors, leading to a string of kidnappings of top executives. Conan deduces a possible link to serial abductions in the WSG 15 years earlier in Boston.

There is a sudden explosion at Tokyo Summit's giant Edge of Ocean facility. The shadow of Touru Amuro, who works for the National Police Agency Security Bureau as Zero, appears at the site. In addition, the "triple-face" character known as Rei Furuya, a detective, and Kogorou Mouri's apprentice, is also known as Bourbon, a Black Organization member.
