An emotional and sensitive girl in the Supplementary Lesson Department of Trinity General Academy. Despite her average grades and appearance, Hifumi's gentle and kind personality has gained her popularity. While she will gladly lend an ear to those with problems, she has a tendency to be swept up in the moment and unintentionally cause trouble.

Hifumi is notably very kind and friendly even to strangers to a point of willing to assist them (even going along with their shenanigans without protesting). The most unusual thing about her at first glance is her obsession with Momo and Friends, specifically Peroro. She's willing to risk her life and comfort in order to do anything Peroro, with the prime example being willing to go to the Black Market to get limited-edition merchandise.

The anime will adapt the "Countermeasures Committee" arc.
 
The city's academies are divided into their own districts and are considered mostly independent.
 
The General Student Council acts as governing board to manage the academies as a whole. However, the group's ability to govern has come to halt since the mysterious disappearance of the General Student Council president. Countless issues have begun to surface throughout Kivotos in the absence of the president's leadership.
 
To avoid disaster, the General Student Council requests assistance from the Federal Investigation Club, otherwise known as Schale. In fact, Schale is the city's newest club and the last to be approved before the president's disappearance.
 
To accomplish its task, Schale relies on the guidance of a Sensei who can help them resolve the incidents around Kivotos. (Students are required to carry personal weapons and smart phones! Initially unveiled on the Blue Archive channel's "Natsu no Blue Archive! 1.5 Shuunenkinen Special!" stream, a short animation themed around summer was shown commemorating the 1.5th anniversary of the Blue Archive mobile game. The ending theme song is called "Kagayaki Summer Days" sung by members of the Abydos High School Foreclosure Task Force.
