A 2nd year student at Gehenna Academy, Mutsuki holds the title of "Chief of staff" and is the assault activist and go-getter of Problem Solver 68.

Contrary to her guilt-riddled childhood friend Aru, she is a devilish troublemaker and commits acts of wanton wrongdoing without hesitation. No one can read Aru better than Mutsuki, so she understands her friend's bluff better than anyone else, even if she doesn't give any particular thought to the matter. While Aru understand's her bravado better than anyone else in Kivotos, she does not necessarily support her oldest friend's devilish personality.

The anime will adapt the "Countermeasures Committee" arc.
 
The city's academies are divided into their own districts and are considered mostly independent.
 
The General Student Council acts as governing board to manage the academies as a whole. However, the group's ability to govern has come to halt since the mysterious disappearance of the General Student Council president. Countless issues have begun to surface throughout Kivotos in the absence of the president's leadership.
 
To avoid disaster, the General Student Council requests assistance from the Federal Investigation Club, otherwise known as Schale. In fact, Schale is the city's newest club and the last to be approved before the president's disappearance.
 
To accomplish its task, Schale relies on the guidance of a Sensei who can help them resolve the incidents around Kivotos. (Students are required to carry personal weapons and smart phones! She was discovered in 81 Produce's 3rd Seiyuu Audition in August, 2009, becoming one of the seven finalists amongst 1,109 who took initially part and won the excellence prize in the end. She made her debut in a minor role for the anime [Sasameki Koto](https://anilist.co/anime/6203).
