Kintarou Tooyama is the youngest member of Shitenhouji. The Super Rookie of the West who is obsessed with Echizen, the Super Rookie of the East. Even though his body is small, he has physical abilities abnormal to reason.

Kintaro is very carefree and naive and is very focused on two things: tennis and takoyaki. He often messes up names and sayings, such as misreading "Echizen" as "Koshimae" in the original Japanese or "Eh-kai-zen" in the English dub.

Ryoma Echizen just joined the Seishun Academy's tennis team, which is known for being one of the most competitive teams in Japan. Its members are incredibly talented, gifted, and athletic. With rigorous and extremely intense practices, the upperclassmen of the team expect the very best from themselves and they expect even more from the new members of the team. While most of the freshmen are on pins and needles hoping they won't get cut from the team, Ryoma Echizen is confident, cool, and collected. Some might even say he's cocky, but at least he's got the skills to back up his attitude. With his virtually unreturnable "twist serve," Ryoma is sure to make the starting team. Join Ryoma and the other first years, as they train hard, make friends, and try to find a place for themselves on the team. And meet Ryoma's cute but chronically shy classmate Sakuno Ryuzaki. At first, the middle schoolers do not expect much from their high school opponents. However, the training camp is not so easy! Athletes with skills incomparable to those they previously faced and their mysterious coach appear before them. Faced with numerous demanding challenges, can the middle schoolers survive in this meritocratic training camp?

In Japan an "All Star Team" is being formed, containing the 50 best tennis players from the entire country.

The story of the OVA series tells the continuation of the 13-episode TV anime in 2012, setting in the Japanese U-17 (under 17) High School Representatives Selection Camp.

The National Tournament continues for Ryouma Echizen and the Seishun Academy Boys' Tennis Team as they face off against last year's semifinalist, Shitenhouji Middle School. As winners of the Kansai Regionals, Shitenhouji is one of the top contenders to win this year's tournament. What's more, each member of the Shitenhouji team has skills that are said to surpass their Seishun counterparts. Shitenhouji also has Kintarou Tooyama, another "super rookie" who rivals Ryouma in strength and technique. Seishun will have to push the limits of their abilities to stand a chance at defeating the Kansai champions in this East versus West matchup.

The sequel to Shin Tennis no Ouji-sama: U-17 WORLD CUP.
