Leader of the Nereids Kamchatka (カムチャツカ) branch. Rena is capable, elegant, and cunning and makes the decisions, if cold at times. She is cool and calculating and her sharp instincts enable her to know the weaknesses of other people. Rena has no moral qualms about seducing others for manipulation or for a weapon use. She is also frugal with money and deducts pay off salaries for even the slightest error.

In the future, water has covered much of the Earth due to the effects of global warming. The orphaned Maia Mizuki, 15, just graduated from middle school and has already applied for employment in the elite paramilitary Ocean Agency, part of the futuristic world government. Only the best, most intelligent, and physically fit students are eligible for admission. Maia, the series' protagonist, is set to become one of the few. 
But her ideal life quickly falls apart. To her disappointment, Maia unexpectedly fails her entrance exams. Making matters worse, she promptly gets evicted from her house, pick pocketed, taken hostage, then shot. She is "saved" by two women (Rena and Shizuka) that are part of an unorthodox help-for-hire organization called Nereids (inspired by the Greek mythological Nereids ). With nowhere to go, Maia joins up with Nereids, taking jobs from capturing wanted criminals to chasing stray cats, often with unexpected results. Gloria and Yu later join up with Nereids. 
"Daphne" in the title refers to a subplot that starts midway into the series and eventually become important to Maia. "Brilliant Blue" refers to the fact that this is a world covered by water with almost no land. The world consists of vast oceans, a few islands, and floating cities.

Wendee Lee is an American voice actress and one of the most prolific and experienced American voice actors in the business. While she has done voicework for many video games, as well as several episodes in the Power Rangers franchise, she is particularly prolific in the dubbing of anime, where she has more credits than any other English anime voice actor with currently two hundred and fourteen credits.

Two bonus episodes that take place during the course of the series, approximately halfway through it seems. They are entitled 'Everything you always wanted to know about Nereids (but were afraid to ask)' and 'Heaven can wait for Maia Mizuki'. These stories are more lighthearted and comedic in tone, bordering on silly.

Dahpne in the Brilliant Blue take place in a near future in which the remaining population lives in underwater cities, with waterways as streets. Years ago, while conducting underwater experiments, all contact with the surface was cut off. With the remaining human population now living underwater, The Deep Sea 9 Cities Association represent the last hope of mankind. Ai Mayuzumi is the daughter of the head of the research lab, and is an expert water jet bike driver. When the terrorist group Error, attacks the city, Ai becomes involved with the counter-terrorist group Stelnas, comprised of an all-female team, and led by a girl named Kei, and asks to join them. The group initially resists her efforts to join, but a surprising "gift" that Ai possesses, along with the way she handles herself during a kidnapping attempt, eventually sways the opinion of the members of Stelnas.
