Kiyone Makibi is a first class Galaxy Police detective who graduated with the second highest marks her year, and because of her athletic and analytical skill, commitment to police work, and responsible nature was deemed the cream of the GP crop and among the best of the younger generation of Galaxy Police.  Saddled with the bumbling Mihoshi Kuramitsu as a partner, Kiyone's career suffered; she has become somewhat bitter and depressed with her misfortune, hoping that she can earn a promotion and transfer away from Mihoshi, which would ensure much better prospects for the future. But despite the trouble Mihoshi has brought her, Kiyone holds some hidden fondness for her partner.  Kiyone is an exceptional detective with great sharpshooting skills with a GP Blaster, and is capable of using any of the GP-issue equipment properly. She also maintains a fondness towards karaoke.  

Tenchi Masaki may be a 17-year-old young man in rural Japan, but little does he know how bad his day will be getting. When a space pirate chased by a pair of Galaxy Police officers crash-lands at his grandfather's temple, Tenchi is sucked into a new adventure that will literally blast him off into outer space and beyond.

A girl, Mayuka, appears one day claiming to be Tenchi's daughter, much to the shock of the Masaki household. "Mihoshi's Special", narrated by the title character, is a side story about Mihoshi's life as a Galaxy Police Officer. Mihoshi introduces her partner, Kiyone -an up and coming officer who believes that having Mihoshi as her partner could be the end of her career - and explains how they solved the case of the Missing Super Energy. Other characters from the Tenchi Muyo series return and have alternate roles in the special. While the storyline parodies various anime works, Mihoshi's Special explores Mihoshi's past and provides a glimpse at her probable future.
