Spandam is the leader of CP9, and the former leader of CP5. As the leader of CP5 he attempted to retrieve the blueprints of the weapon Pluton from the shipwright Tom. He failed, though Tom was imprisoned as a result of Spandam's actions. As the leader of CP9, he ordered the capture of Franky and Nico Robin, and had them taken to Enies Lobby. Spandam is defeated by Nico Robin, who breaks his back while the Straw Hat crew flee the Bridge of Hesitation. He owns a sword, &quot;Funk Freed&quot; (ファンクフリード Fankufurīdo), which &quot;ate&quot; the Devil Fruit, Zou Zou no Mi (ゾウゾウの実 Elephant Elephant Fruit), giving it the ability to transform into an elephant. This new TV special tells the two years of Luffy's training with Silvers Rayleigh in Rusukaina Island after the Battle of Marineford, which has never been told in the manga or TV anime. It also features a new villain named Burndy World who is known as "The Destroyer of the World" and has the power of the MoaMoa Fruit (its ability is still unknown). Luffy has to protect Boa Hancock from the new enemy who escaped from the level 6 of Impel Down. He is newly designed by the original creator of the manga, Eiichiro Oda.

The story arcs aboard the Straw Hat Crew's first ship Going Merry (Merry Go in some adaptations) are recreated with brand-new animation, from Luffy and Usopp's fight and Robin's disappearance to the crew's final farewell to the ship.
