He was an agent of Section 2, and Claes's handler and a former member of the Carabinieri. After forced retirement due to a leg injury, Captain Raballo was approached by Jean, who offered Raballo a chance to join Section 2 as a handler for a child assassin. In turn, Raballo would be able to return to the Military Police within three years. During his period with Section 2, Raballo spent a great deal of time with Claes outside the SWA, showing her a normal life, especially fishing. He also taught Claes the value of patience and encouraged her prior love of reading. Ultimately, however, he was unable to deal with what had been done to the girls of the SWA and of what was expected of him and Claes as a fratello, so Raballo left. Due to the strong bond developed between a girl and her handler, this act made Claes useless as an assassin, since it was effectively impossible to assign a new handler once a fratello have bonded.

Hiroshi Agasa is an inventor and Shinichi's next-door neighbor. He makes his living with a wide number of patents and inventions, including video games _(of which the Detective Boys are enthusiastic test players)._ While many of his inventions are useless or have even damaged his in-house research laboratory, Agasa has been successful enough to live in a large house and even rebuild it when necessary. He has been a friend of Shinichi and [Ran](https://anilist.co/character/1748/Ran-Mouri) since their childhood years. 
After Shinichi was shrunk by the APTX 4869, the first person he met and entrusted himself to was Agasa. After having been convinced that the little boy was Shinichi, Agasa was also the first one to advise Shinichi to exercise caution in his pursuit of the Black Organization. He also helped Shinichi in establishing his new identity as [Conan Edogawa,](https://anilist.co/character/1742/Conan-Edogawa) including constructing several gadgets which help Shinichi in carrying on his detective work surreptitiously. In order to perfect Conan's cover, he also enrolled him in Teitan Elementary and thus came to know the children who would form the Detective Boys. When Shiho Miyano fled the clutches of the Black Organization, she fled to Shinichi's house but collapsed from exhaustion near Agasa's doorstep. Agasa subsequently took her in, learned about her true identity and helped her establish her new identity as [Ai Haibara.](https://anilist.co/character/1743/Ai-Haibara) He also entrusted Shinichi's parents with the secret about what has happened to their son. 

Ever since these beginnings, Agasa has been an invaluable friend for Shinichi and the Detective Boys as a confidant, paternal friend, and someone to hang out with. He often takes the children on trips, most of which turn into criminal cases instead. 

Hiroshi Agasa is a jovial, caring and outgoing person and has many friends in his community, a fact which helped him in his covering up of Conan's and Haibara's true origins _(he simply claims that they are the children of his friends and acquaintances)._ Agasa is highly intelligent, having achieved at least one advanced degree and managing to invent a slew of useful gadgets. He is especially proud of his inventions, and their quality must have been recognized, since they have already been used during official events. While a bachelor, he is very paternal and enjoys the company of the Detective Boys. Agasa has a special love for pasta and tomato juice. 

By knowing Shinichi and Shiho's identity, Agasa is aware of the existence of Black Organization as well as their crimes. While not confronting them directly, Agasa has been quite active in helping Shinichi and his allies planning against them. Agasa is entrusted by Shinichi when it comes to such cases.

He is like a father figure to Nami and [Nojiko](https://anilist.co/character/4888/Nojiko) since they were kids and he knew their adoptive mother, [Bellemere](https://anilist.co/character/4890/Bellemere), quite well. He also kept the town together after [Arlong](https://anilist.co/character/4887/Arlong) took over the island, making sure everyone was safe and able to pay their tax.

Bell-Mere said that Nami cried when she saw Genzo because he looked scary, but then Genzo put his pinwheel on to make Nami laugh. It is revealed later in the manga that Luffy is very interested in the pinwheel (this inspires a new attack for Luffy, Gomu Gomu No Pinwheel), not even noticing the Navy who are trying to find Nami, just Genzo's pinwheel. However, this could be a put down in reference to Luffy's simple-mindedness. He threatens Luffy that if he finds out that he made Nami cry, he'll come after him. However, Luffy lived up to that promise, as Nami's sister, Nojiko pointed out.!~

The leader of a group of Ishvalan survivors, he has repeatedly cared for Scar when Scar was injured in Central. After the mercenary raids against the Ishabalan camp in Central he moves his group further south. He is never mentioned by name in the anime nor the manga, though he was identified as Rick and Leo's grandfather in the anime episode Marcoh's Notes.

He was the richest man in the city of Xenotime, owning most of the land. When Xenotime's gold supply diminished, Mugwar had Nash Tringum crystallize red water to make imitation Philosopher's Stones, called Red Stones. He used the crystals to transmute rock into gold so that people would come to the city and he would gain money. He murdered Nash when he refused to help at the cost of the deaths caused by the red water. He took advantage of the Tringum brothers by pretending to fall for their deception and had them continue their father's work. He was one of the men Lust took advantage of for her own ambitions. He was killed, crushed by a cave-in caused by the pressure from the red water. Sony's Aniplex anime DVDs spell his name as Mugwar, although Sony's Aniplex website and the first novel, The Land of Sand spell his name as Mugear. A common unofficial translation has his name as Magwar. The Japanese pronunciation is "Maguwaaru," while FUNimation's English-dubbed pronouncation is "Mu-gee-ahr".

Tonjit is of the nomads that live on Longring Longland, he was trapped on a pair of very tall stilts for ten years, causing him to be separated from the rest of the nomads. After the Straw Hat Pirates got him down, he lamented that he couldn&#039;t get to the rest of the nomads because of the high tides, but was nonetheless reunited with his long horse, or hooorse, Shelly. Shelly however was later captured by Foxy, which prompted the Davy Back Fight. After Luffy finally beat Foxy, Aokiji appeared and used his Devil Fruit powers to freeze all of the water on the island for a week, allowing Tonjit to ride his horse Shelly across the water in order to meet up with his clan. In the anime, instead of Aokiji, Tonjit&#039;s grandson appeared from the ground, riding a mule which gave Tonjit transport.  Tonjit&#039;s clothing, nomadic lifestyle, his horse, and his dwelling in a yurt seems to be based on the lifestyles of the nomadic peoples of Central Asia (specifically Mongolia.)

He was the bearded, smoking man who showed the photo of Dragon during the Council of Kings 6 years ago in Mariejois. He said that Dragon's thoughts are dangerous and that within 6 more years Dragon would be a great thorn in the World Government's side.  He was only seen in a flashback of 6 years ago. It is unknown if he is still alive and if he still reigns.  Also, Thalassa (&Theta;ά&lambda;&alpha;&sigma;&sigma;&alpha;) means &quot;sea&quot; and is the name of a Greek sea goddess who personified the Mediterranean.
