King Neptune, known as "God of the Sea", is a coelacanth merman and the king of the Ryugu Kingdom on Fishman Island. He is the father of Fukaboshi, Ryuuboshi, Manboshi, and Shirahoshi, and the husband of the late Queen Otohime. Neptune seems to be very blunt, he also tends to shout his words out for no reason, including a habit of shouting his own name at random times, being followed by his whale shouting "Hoe". Neptune sometimes mispronounces people's names, as he refers to Zoro as "Zori". He appears to be easy-going, absent minded, and carefree as he was scolded by his ministers for leaving the castle on a whim on more than one occasion. He has a tendency to finish most of his his sentences with the word "jamon". However, he can be serious when the situation demands it.

Neptune is well aware of the Void Century and poneglyphs, as well as the dangerous potential they pose to the world.

Naguri is an anime-only character and former pirate captain that lived in the Gray Terminal twelve years before the current storyline. It is unknown where he is, or even whether he is still alive right now.     He appears during the flashback showing the childhood of Luffy, Ace and Sabo, and saves them from a large rampaging bear.

J.J. is a national boxing champion with a very high opinion of himself. He is evidently, a large African-American. J.J. George claims he is quite literally "a champion" and that he is "the strongest". He is supposedly married, and has several children.  J.J. George speaks very little Japanese.  He is racist towards the Japanese but comes to regret it when he is soundly defeated by Momotarou.

One of the henchmen of Dr. Hell, the antagonist of Mazinger Z. Before his death, he was a legendary and cold-hearted soldier. Years later, he was revived by Dr. Hell as a cyborg and made the commander of the Iron Crosses, the air division of Dr. Hell's army.  Despite both being loyal underlings of Dr. Hell, Brocken and Ashura have a fierce rivalry for his approval. Count Brocken is generally held in higher esteem by him, due to not being more competent.

Philionel El Di Seyruun is the crown prince of Seyruun. He has two daughters: Amelia Wil Tesla Seyruun and Gracia Ul Naga Seyruun (who now calls herself &quot;Naga the White Serpent&quot;). However, Gracia left after Phil&#039;s unnamed wife was killed by an assassin. Phil also has two brothers, Christopher Wil Brogg Seyruun and Randionel Seyruun, and a nephew, Alfred Seyruun. Though Phil&#039;s father Eldoran Seyruun is technically still the king, he is old, sickly, and bed ridden, so Phil now more or less runs the country.  Like his youngest daughter, Phil has a strong belief in justice, and he is also (by self-declaration) a pacifist. However, in spite of this claim, if Phil sees something he believes to be unjust, he will not hesitate to use force.  Unlike most of the Seyruun royal family, Phil has no magical powers, but he does have a lot of brute strength. He uses this mostly in the form of oxymoronic, justice-themed physical attacks, such as Pacifist Crush, Kindness to All Creatures Kick, Benevolent Giant Swing, and Goodwill Towards Man Smash.
