A young woman whom Kaneda meets on his quest to find Tetsuo. She is a member of an anti-government organization that Ryu and Nezu are also involved in. 

Kei&#039;s role in the Resistance is important because she is completely loyal to its cause and to Ryu. She is strong willed and is the one to discover that Lady Miyako is an Esper too. Miyako helps Kei channel her thoughts and discovers she is a conduit for the Espers&#039; telepathy. Kiyoko does this in the movie and Kei communicates with Kaneda and Tetsuo. She works closely with Chiyoko, a physically strong and resilliant resistance fighter and they look out for each other.

Miki is a young girl who lived in the slums of Shinjuku. Labeled as the "Lucky Little Ghost", those who meet her would fall for her smile, and are somehow befallen with good fortune later on. Previously, she lived in an underground section of Shinjuku Station alone after her mother had passed away several years before. After a hit-and-run accident, she would be adopted by Umibozu and would later on live with him at the Cat's Eye Cafe. Miki is unaware of who her father was, though it was revealed later to the other characters that he was the King of an unnamed country. He often visited Japan while on business and fell in love with Miki's mother who worked in an old bar in a quiet area. Because the political situation in the kingdom was unstable, when she became pregnant, Miki's mother left her job and disappeared. She raised her daughter all alone in an abandoned underground arcade so no one would be able to find them if they discovered their existence. Miki's mother would later die in an accident and Saeko would be the first of our heroes to encounter the little girl. Much later after Miki starts living at the Cat's Eye Cafe, Ryo and Xiang-Ying would find out the King had been killed and replaced with a double. All these events are kept from Miki to protect her. Although this Miki shares the same name as Miki in City Hunter, they are not the same character. Like the Miki in Angel Heart, the Miki in City Hunter was also an orphan and raised by Umibozu, though in City Hunter, this Miki is much older. Green Esmeraude (known as Emerald in the English dub) is the second of the Black Moon Clan to appear. She is a selfish and vain woman who tries to emanate a goddess-like appearance by wearing an elegant, tight-fitting dress along with opera-length gloves and knee-high stiletto boots. She has a very distinctive laugh that is extremely loud and piercing, and is generally the most comedic member of the Black Moon.    In the anime, Esmeraude is the successor to Rubeus, deliberately passing up the chance to save his life from an exploding spaceship. She is completely infatuated with Prince Demand, who is obsessed with Sailor Moon. Consumed by her jealousy and greed, Esmeraude goes to Wiseman with the desire to have Demand and ruin Sailor Moon. He presents her with a magical tiara which, he claims, will make her the queen of Neo-Tokyo. Suspecting a catch, she accepts the gift and is instantly transformed into a 'queen'. Her power increases and she believes Demand will be all hers. She then becomes overwhelmed by the dark powers and changes into an evil dragon. She immediately proceeds to attack the Crystal Palace while the Sailor Senshi face her, unaware that the monster is Esmeraude. She attacks, but at the last moment, Sailor Moon fires an attack at the dragon, defeating it. Esmeraude briefly reappears as the queen she wanted to be, surrounded by a heavenly glow, but a dark void opens up underneath her. Unable to save herself, Esmeraude slips into the dark vortex, and vanishes into nothingness while reaching her hand outward. She whispers Demand's name after her disappearance.    In the manga, Esmeraude's obsession with Demand still exists. After failing to kill the Sailor Senshi using her subordinates Chiral and Achiral, she attacks Chibiusa in the 30th century, after taking off her gloves to reveal her monster-like hands. After trying to strangle Chibiusa, she is briefly stopped by Sailor Venus. Sailor Moon attempts to use Moon Princess Halation on Esmeraude, but it doesn't work. Esmeraude then proceeds to use her now multiple hands to strangle Sailor Moon, Sailor Venus, and Tuxedo Mask. When King Endymion's spirit appears behind Tuxedo Mask, allowing him to use Tuxedo La Smoking Bomber, Tuxedo Mask uses his new power to kill Esmeraude, freeing the other two Sailor Senshi.

Balalaika is the boss of Hotel Moscow. It is revealed in the novel that her real name is Sofiya Pavlovena, though this name is never used in her presence. She is sometimes referred as Vladilena reduction from Vladimir Ilich Lenin. She was brought up by her grandfather, the military head of the USSR. 

Before joining the mafia, Balalaika was a captain in the Soviet Army and a Vozdushno-Desantnye Vojska paratrooper who served in the Soviet war in Afghanistan. A fine marksman and sniper, she was nicknamed "balalaika", one of Soviet Army's slang terms for the Dragunov sniper rifle. Due to Balalaika's leadership during the hellish fighting in Afghanistan, her men look up to her as their superior and will do just about anything upon her orders. As a combat officer, she is a skilled strategist and well-rounded fighter, capable of taking care of herself despite the fact that all of her troopers, including Boris, often worry about her. Although she has shown herself to be rather cynical on occasion, she is also a pragmatic and professional businesswoman. She frequently employs Dutch and the Lagoon Company, apparently because they share a mutual respect.  

Balalaika can be easily identified by the burn marks which scar most of the right side of her face, neck, and chest which she suffered in Afghanistan, earning her the nickname "Fry-Face" by those who dislike her. She has long blonde hair, and usually wears a military greatcoat, thrown over a low-cut business suit. She smokes cigars, in contrast with the other characters who smoke cigarettes. 

Based on her service in Afghanistan and the missed opportunity to participate in the 1984 Summer Olympics in Los Angeles, she is between 31–35 years old. She is one of the few people to earn Revy's respect. In turn, Balalaika also seems to hold Rock in high regard, sometimes relying on his knowledge and business skills. 

In critical operations, Balalaika calls upon a personal cadre of ex-Soviet airborne troops and Spetsnaz commandos who are Afghanistan veterans. Known as the Desantniki, they act as Hotel Moscow's special ops team. When conducting foreign operations from Thai soil, she uses the Russian cargo ship Maria Zeleska as a legal cover from the police and various law enforcement agencies. In spite of the fact that Balalaika is on the Interpol list, she uses her real name in Japan, being covered by diplomatic immunity.  Benny revealed to Rock that Balalaika's men have enough training to start and win World War III if they wanted to. They were all Afghan Veterans with insane amount of training and skill. With Balalaika as the brains for their operation, her men became unstoppable killing machines.  

Annie is Candy's childhood friend. When Annie was ten she was adopted by a wealthy family that had lost a daughter.

A female model created alongside Casshern and Dio, she assists Dio in restoring the robot army, and states that she is affectionate toward him. She intervenes and helps Dio retreat, whenever he begins to step over the boundaries of his well being.

Punie's Mother and queen of Magical Land. She was responsible for the coup which eliminated the previous rulers and gave herself political power. Her incantation, as revealed in the anime OAV's fourth omake, is "Lyrical Tokarev, Nobody, No Cry".

Vermouth is a member of the Black Organization. But, although she follows orders from the boss and Gin when he is charge of missions, she often acts according to her own agenda and whims, even when it runs contrary to the Black Organization's best interests, being secretive and manipulative, even towards other Organization members. Vermouth is confident in her abilities, is very bold, and an expert at manipulating situations to her advantage: traits which allow her to single-handedly weave complex plots and take the upper hand even while she is being monitored by enemies. She is intelligent and insightful, but her personality is contradictory at times. On one hand, she is a cruel and ruthless agent who will blackmail an unwilling man to commit murder by threatening him and his family just to provide a distraction and happily tell an FBI agent she should smile because she will see her dead father again in heaven. On the other hand, she risks her life several times to protect Conan, Ran, and Kogoro, and her friendly behavior while in disguise as Tomoaki Araide left the real Araide wondering if Vermouth is really a bad person.    ~!In the past, under the name Sharon Vineyard, Vermouth was friends with Yukiko Kudo back when they were acting together, but was even then secretly a member of the Black Organization. It is unknown for exactly how long she has been a member, but it is known that she had been secretly living at least two lives through the art of disguise: that of herself and her supposed daughter, Chris Vineyard. After staging Sharon Vineyard's death, she now lives as Chris and continues to serve the Black Organization. At one point, some twenty years ago, she killed the parents of a little girl who would become the FBI agent Jodie Starling, one of her most bitter enemies.  Vermouth is the boss’s favorite which grants her some independence. And also appears not to age or have de-aged over a period of twenty years between when she killed Jodie's parents and her current appearance.  She has great personal interest in Conan, constantly calling him "Silver Bullet". Since it has been revealed that she knows about Ai and Kudo's reversion to their child forms, she seems to know the shrinking effect the drug can have, but for reasons yet unrevealed keeps this knowledge secret from the rest of the Organization.!~

A child who acts as the leader and organizer of the more militant Devil-Beasts, who&#039;s intention is the genocide of all humans. Satoru is a clever and dangerous foe who Jun has underestimated several times. He considers Jun a traitor to his kind and he will use all of his resources to make her life a living nightmare.

Arale is a robot built by Senbei Norimaki that looks like a little girl. She is known for her naivety, energetic personality, lack of common sense, and amazingly unbelievable strength. Among her strength she can use abilities that range from the terrain splitting Chikyūwari ( Earth Chop) to the beam-like Nchahou ( N'cha Cannon). She is nearsighted and needs to wear glasses. Senbei Norimaki's mission is to convince the other citizens of Penguin Village that she is just a normal human girl. It seems to work, despite her superhuman athletic ability.  She has long, bluish-purple hair in the original manga and anime series, but has dark-brown hair in the 1997 Dr. Slump anime. Like the name of the other major characters (senbei), Arale is a pun on the name for a bite-sized rice cracker (arare) and with the family name ("Norimaki Arare") it refers to a sort of arare wrapped with nori seaweed. Lunch is Muten-Roshi's house maid, retrieved by the young Goku and Krilin in order to receive martial-arts training from him (his requirement was to "bring him a pretty girl"). She has dissociative identity disorder; whenever she sneezes, she switches between a sweet, innocent girl with blue hair, and a cleavage-bearing blonde bombshell who commits crimes for fun and is quick to respond with gunfire when angered (pulling a machine-gun out from nowhere when needed). Neither of Lunch's personalities remembers what the other says or does, and it is never said if the evil side knows of the innocent self; however, the innocent Lunch is aware of her evil side, although she doesn't really seem very concerned over her presence.
