He is always calm and level-headed, preferring to resort to violence only when necessary. When that time approaches, he does not hesitate to eliminate his opponent while still maintaining his calm demeanor. Sometimes with a faint smile on his face, which according to Firo, is just a pretense to look cool. Luck intentionally pretends to be ruthless because he believes that he is not suited to be a mafia.

Tooru was one of the former members of Steppen Wolf,  a net thief group. After his friend was mistakened as a terrorist and killed by a soldier, Tooru seeks revenge and ends up digging the dark secrets of cyber space.

A master of disguise, Saemon can morph into the form of others. Not only can he forge the voice of his enemy, but also clone their appearance. This bizarre chameleon-like technique makes for a silent, deadly assassin.    Still, Saemon has a side very few see. As Okoi&#039;s oldest brother, there&#039;s no doubt that this cheerful soul loves his sister with all his heart. Because they are so close, they share something sort of a telepathic bond, as Saemon always senses when trouble&#039;s near. ~!After his change of heart (when Creed kills Saya), he works as a sweeper alongside Sven and Eve.!~  He always wears a bell around his neck to remind him of what he once was and could once more become. In the manga, he already has the bell from book one. In the anime, Eve gives him the bell from the fable of the Black Cat.  His gun was made just for him by Chronos, called Hades. He also has a soft spot for women and children, especially when tears are shed.

He is a well known business man who does a lot of charity work and is a very powerful player in The Financial District. He has only lost once to Mikuni Souichirou.  

The principal of Action Kindergarten, his Yakuza-like appearance is often misunderstood by the people in the neighborhood, which often acts as a recurring joke in the series (often worsened by Shin-chan by calling him "Kumichō" (組長 ,Godfather?)). Actually he has a tender heart and good attitude. He masqueraded as a superhero called Enchoman but Shin-chan found out his true identity easily. A cheerful Exorcist of mixed race, who aims to become a Bookman and is working along the Black Order just to be close to the events that must be seen. To help him, he developed an incredible memory: he is able to memorize every single aspect of something he saw.

His anti-Akuma weapon is a size-shifting hammer, which he calls Ōzuchi Kozuchi or Nyoibo. It can grow or extend. The weight increases with its size, but since Lavi is the conformer, the weight does not effect him; however, it does to everyone else. His hammer can also summon several "judgments" with kanji possibly representing the classical elements that can be used individually or combined. However, between some of the seals are question marks. This probably means that Lavi has some seals that he has yet to learn from his Innocence.

The story's main antagonist. Also known as "the Earl of Millennium". He tricks people with dead relatives and friends into creating Demons (Akuma). He is a sorcerer from long ago, and he plans to lead the world to its destruction. Some time in the past he formed an alliance with the Noah Clan, who call him "Duke Millennium"(Except Road who calls him Millenie). Hoshino says she based the Earl of Millennium off a legendary alchemist/preacher (most likely the Count of St Germain or Nicolas Flamel, though in many ways he also reminiscent of Dorian Gray, possibly referenced in "Dorian Grey man" and thus "D.Gray-Man", as adapted in the film The League of Extraordinary Gentlemen) whose tale even claims he still may be alive somewhere.  In appearance, the Earl resembles a grotesque caricature of a Victorian gentleman -- a rotund figure in cape and top hat, with an enormous grin that remains fixed even when he is speaking and even eating, and his eyes permanently hidden behind a pair of pince-nez spectacles. In the manga, almost every one of his lines of dialog ends with a heart.In the anime, he invariably uses polite Japanese. Throughout the story, he displays two different personalities. The first is his normal cheerful, friendly, and happy attitude, almost like a friendly old uncle. With the Noah, he's a member of the family, and is particularly playful and affectionate towards Road. His other personality is one of sheer, sadistic malice, capable of happily playing with people's lives.  He wears a different hat in each encounter, each with a different decoration. In a gag comic in Volume 2 of the manga, he is shown taking off his hat, and having another set of ears. His main form of combat involves his umbrella Relo. He has also shown the ability to create massive explosions of dark energy. The Earl is also able to summon a large black sword that is the opposite of Allen's Crown Clown sword.

His codename is Hei, which means black in Chinese. Hei is a very talented contractor, his Messier Code is BK-201. Hei lives two lives in the series. In public he is Li Shengshun, a foreign exchange student from China. He is very nice and well mannered. He lives in the Umitsuki apartments and is always working a new part-time job.He has a huge appetite, not unlike most anime characters.  Hei's other life is of a Contractor called BK-201 and also the Black Reaper, mostly by other Contractors. Before becoming a contractor Hei was an assassin which earned him his nickname. Hei is usually seen on the job in a mask and a dark bullet proof coat.  Hei has the ability to manipulate electrons and can also disturb matter on a quantum level.

Jeice is an extremely flamboyant and showy (often portrayed as the rookie of the Ginyu Special Corps) white-haired alien who appears human apart from his red skin. According to Krillin, he and Burter are about equal in strength to Recoome. Nicknamed the &quot;Red Magma&quot;, he often pairs with Burter for combination attacks.      ~!As his team-mates fall to Goku, Jeice retreats to Ginyu&#039;s side for reinforcements. Jeice is still clearly outclassed, however, and is singled-out and killed by Vegeta.     In anime fillers, he fought Tenshinhan among with Burter when they attempted to conquer North Kaio&#039;s Planet.!~

A rocket engineer that bears a resemblance to Alphonse Elric and befriends Edward in the movie. He is fascinated by Ed&#039;s stories about his travels around his original world, but is unsure of whether he can believe in the fact that Ed came from another world where alchemy is real, and his brother looks like him. He is studying under the father of modern rocketry, and wants to prove the scientific worth of his fellow Germans by inventing a rocket that can actually be ridden. He also has his own reasons to do it as fast as possible - he is slowly succumbing to an unspecified disease that eventually causes him to cough up blood. This is most likely Tuberculosis as it fits all his symptoms and makes him keeping it a secret make much more sense.

An old friend of Kagura, also ex-fiance of Isayama Yomi. Uses Kudagitsune, spirit foxes to spy on people and fight. He's very perverted, and constantly tries to grope Kagura, with painful results (for him). He is part of the information department.        Underneath his perverted and cheerfully helpless facade, Izuna is very powerful, able to fight on equal terms with Yomi. He is very knowledgeable on the subject of spirits and is skilled at creating barriers. He treats Kagura like a little sister (aside from groping her) and demonstrates concern for Kensuke. As Yomi's ex-fiance, he still had feelings for her.

First impressions of Ban are generally that he is a rude person and has a great sense of pride. With his unruly hair (He&#039;s often called &quot;Urchin Head&quot;) and sunglasses, people already judge him poorly (It doesn&#039;t help that he gives unflattering nicknames to almost anyone he meets, e.g. &quot;monkey trainer&quot; Shido and &quot;thread spool&quot; Kazuki). But he is actually a great guy with a strong sense of leadership and a very talented person. He is one quarter German and he&#039;s the grandchild of the &quot;Last Witch of the 20th Century&quot;.    He&#039;s also a brother-like figure to Himiko Kudo after she has gotten over her brother&#039;s death. Himiko&#039;s average fighting skills meant that she often bites off more than what she can chew. In such situations, Ban can be counted on to come to her aid (though it must be noted that she does return the favor at times).    In the GB duo, he&#039;s often the one who thinks of plans for their moves. Initially, Ginji was seen to be a sidekick to him. (In fact, when they first formed their partnership, Ban insisted that Ginji was only his sidekick.) As the story progresses, Ginji gradually held his own in their missions, and Ban acknowledged him as an equal.

A Caucasian Catholic priest from Australia who learned to speak Japanese with a Kansai accent, thus giving his sentences a rather odd, humorous structure. Good-natured and helpful, he helps Mai and Naru however he can. His means of exorcism is spraying holy water while reciting the first passage of John from the New Testament of the Bible. In most arcs SPR relies on John's exorcisms whenever a human being is possessed by a spirit. In the Cursed House arc, it is revealed that John's exorcisms, unlike Houshou's Buddhist Mantras or Ayako's Shinto Kuji, do not cause physical harm when used on a possessed living creature. He takes on Michel Volban de Cabelle, the figurehead of the People&#039;s Army and uses Michel as bait to lure out Cleo. He is the Holy Emperor who wanted to unite the galaxy in order to be able to obtain the technology of the battleship that can transcend space and time. He uses whatever means, even marriage to Rachel, the daughter of the Pope who initially despises him. He also has an innate dislike for Cleo who he sees as a rival for the throne and a fascination of Michel who initially was his best rival. Vetti revealed that he wants to obtain the technology because he has an incurable disease and may die soon. Vetti has Heterochromia, where he has one gold eye color and one is brown.

Iceland is a nation in northern Europe who made his debut in the movie installment in the Hetalia franchise, “Ginmaku Hetalia Axis Powers: Paint it, White.” He has short whitish-grey hair and blue eyes, which were changed to violet in later artwork, but remained as blue in the anime adaptation.   He apparently considers Norway to be “the home where his heart truly lies,” a reference to the fact that the first Icelandic people were Norwegian settlers. Norway was always like a brother to Iceland throughout the years, and after performing a DNA test, the two found out that they were actually blood brothers. It is because of this that the other Nordics constantly pester Iceland to affectionately call Norway “Onii-chan” (Big Brother), something that Iceland seems way too embarrassed to do.   He is described as being “cold on the outside, but hot on the inside.” Underneath his calm and cool exterior is a fiery and passionate young man. Because of this, he is often known as one of the strangest nations in Europe. It was said by Hidekaz Himaruya that Iceland tries to speak English whenever he can because he feels somewhat uncomfortable about his hard-to-understand native language and heavy accent. Lately he has caught a cold and is having financial problems, and for some reason, Russia has been helping him out. Because of this, he’s become very wary of Russia and his kindness.  He is often seen with a puffin, whose name was revealed to be “Mr. Puffin.” Mr. Puffin wears a pink bowtie, has a black belly (as shown in official artwork by Hidekaz Himaruya, but was changed to white in the anime adaptation), and acts and speaks like an Italian mobster.  Denmark and Finland's nickname for him is “Ice.”  Although his official human name has not been decided, Hidekaz Himaruya revealed in a blog post that he has considered “Egill,” “Eirikur,” “Emil,” “Sigurður,” and “Steilsson” as possible names.

He lost his memory during a brain washing program. At first he thinks he is a terrorist. He met Saki in Washington D.C., being naked and only carrying a gun and a cellphone. When he helps her out, because she threw a coin in the grounds of the White House and is questioned by policemen, she gives him her coat, scarf and her hat. He has a very modern cell phone with the phrase "noblesse oblige" printed on it and 8.2 billion yen in digital money credit. When he makes his first call, a female voice claiming to be Juiz answers. After she sent him a map with the place where he was supposed to go he finds, in his apartment, guns and many different passports which seemed to all belong to him (after his arrival in Japan, Juiz told him that he has to use up all his digital money). Then he met the girl named Saki and they return to Japan together.

A 15 year old, hardworking, boy with superhuman strength, speed, and martial arts training, that was summoned to Geminar from Earth. He is the younger half-brother of Tenchi Masaki. It is later revealed that he was hypnotised by Washu Hakubi prior to his journey, and exhibits characteristics of Ryo-Ohki when startled. He's an incredibly skilled swordsman (Mexiah claims that he's better than she is), master martial artist (capable of safely catching thrown knives in mid-flight), and is a one-boy army inside of a Seikijin cockpit. His Seikijin is unique in that it is white.

Finnian often called Finny, is Phantomhive household gardener. However, it seems every time he tends to the garden it is killed through an accident caused by his clumsiness and overenthusiastic pruning or not noticing that the pesticide container is leaking. In fact, if left to his own devices, he's stated that he'd like to make the garden into the shape of a giant robot.   He is portrayed as an innocent, child-like character, but is dubbed an idiot by Sebastian. But his combination of tears, innocent looks, and willful ignorance of anything that doesn't fall into his cheerful worldview makes Finny probably the most successful of the servants at wheedling favors and money out of Sebastian. He is very carefree and is almost always seen with a happy smile on his face.    ~!Finnian displays feats of superhuman strength, which he tries to suppress from fear of hurting others and risk of sabotaging his work. The sequence S-012 are tattooed to the back of his neck and are covered by his straw hat. He works as a gardener to spend as much time as possible outside because he was not able to do so before, and explains that he loves working for Ciel because he does not give him injections, kill his friends or lock him in a cage. He was experimented on as a scientific/medical test subject to increase physical strength before the events of the story until he was rescued by Ciel.!~    ~!He seems to have feelings for Angela because her kindness and beauty until he saw her true dominatrix personality.!~

When Lucci is first seen as one of the five foremen of Galley-La Company's Dock One, he appears to be a ventriloquist using his pigeon, Hattori, to speak for him. He also shows very impressive skills when he gets into a fight with Paulie and, later on, Luffy. 

~!It is soon revealed he is the unquestioned leader of the Water 7 CP9 unit which infiltrated the Galley-La company, and perfectly capable of speaking for himself. Lucci ate the Neko Neko no Mi, Model: Leopard (ネコネコの実 モデル豹(レオパルド), Cat Cat Fruit, Model: Leopard ), which allows him to turn into a huge leopard-human hybrid and a full leopard. This coupled with his mastered martial arts style of rokushiki, makes him a resilient foe, and he has been ranked as the strongest CP9 agent by far. Lucci can perform Life Return, like Kumadori, and use it to alter his body into forms that amplify his skills in a specific rokushiki ability, though only Kami-e Form, which makes his man-beast form smaller and thinner, has been seen and arguably the main villain of the Enies Lobby Arc if not the main threat to the Straw Hats at the time.!~ 

~!In the anime, Lucci&#039;s backstory to his admission in CP9 is revealed by a Vice Admiral during the Buster Call on Enies Lobby. Fifteen years prior, a kingdom had 500 of its soldiers and its king taken hostage by a pirate crew, with the captain demanding to be made the new king of the kingdom. As the government saw the king beginning to admit defeat, they sent in the then thirteen year-old Rob Lucci, who mercilessly killed all 500 hostages to get to the captain, whom he killed without mercy. During this incident, he gained a back full of scars from the pirate crew&#039;s guns, vaguely scarred in the shape of the World Government&#039;s symbol. Shortly after that he became a CP9 member, and gained the reputation of being the group&#039;s most cold-hearted and efficient assassin in its entire history. As such, he is a very valuable asset to the World Government, almost to the point of legend; the other vice admirals believe that he can even survive a Buster Call attack.    At the Galley-La headquarters in Water 7, Lucci effortlessly defeated Luffy in a relatively short fight. Later in Enies Lobby, Luffy chased after Lucci and initiated a second fight with him. The two engaged in an extremely long, hectic and boisterous fight in which Luffy eventually emerged victorius. Lucci respectively bested, withstood and survived Luffy&#039;s attacks and various states until he was defeated. However, it took Luffy&#039;s last bits of energy to defeat him, as Luffy was in the floor and couldn&#039;t even move. This proves how much of a monster Lucci was, but also how much stronger Luffy has become.!~

~!Lucci comes off as the most cold and collected member of CP9, almost never displaying any emotions. An example is the brutal assault on his friend of five years, Paulie, whom he even tried to kill after the CP9&#039;s identities have been revealed. He also states that he feels no real bond with the city he&#039;s lived in for those five years. He also seems to have no feelings for his fellow CP9 colleagues, least of all Spandam. His emotionless nature includes anger and distress (he&#039;s &quot;kept together&quot; all through his fight with Luffy, unlike all the previous villains). Even while taunting or demoralizing Luffy, he keeps a passive face, and refrains from the classic &quot;villain laugh&quot;. However, during the final moments of his fight with Luffy, he expresses surprise and anger prior to being defeated.  He seems to derive amusement and gratification from inflicting physical and emotional pain on others, making him a typical sadist. These scenes, along with when he anticipates battle, are the only times where he smirks. In Enies Lobby, he reveals that he works so he could be legally allowed to kill people. An example of Lucci&#039;s lust for violence is when he compromised the mission of bringing Robin to the Gates of Justice by allowing Luffy to tail him, for the sole purpose of having a battle. Lucci&#039;s violent and predatory nature is also shown when he goes into full-beast mode during battle, in order to attack Luffy more violently.  However, while Lucci does love the benefits of his job (killing people), he seems to be completely devoted to the government he serves as a tool from the shadows. He speaks of pirates as &quot;evil&quot;, and sees it as his duty to hunt down and eliminate Nico Robin. All this is revealed towards the end of his battle with Luffy, and is a sudden departure from his &quot;care for nothing but blood&quot; attitude. This may be because he was dominating the fight at the time, and his bloodlust, which otherwise overshadows his better judgement, had worn off since Luffy was no longer fun to fight. However, as his flashback in the anime shows, this moral isn&#039;t just limited to pirates. If Lucci sees anybody that he believes faulters in the face of justice, they have &quot;sinned&quot; in his eyes and must be eliminated. This is his own sense of justice which he calls &quot;dark justice&quot;. Lucci also appears to exhibit a rather high level of intelligence. It was he who deduced the connection between Iceburg and Franky, figured out the principles behind Luffy&#039;s Gear 2nd &quot;upgrade&quot;, and showed extensive knowledge about Devil Fruit. On Enies Lobby, he even effortlessly jeopardized the lives of Luffy&#039;s crewmembers and friends, as well as their mission to save Robin, by flooding the underwater passageway to the Gates of Justice. Although this might just as well be yet another display of sadism, where he removes Luffy&#039;s chances of &quot;having everything&quot; just for the sake of angering him. Lucci has a complete mastery of Rokushiki, having not only used at least one or more moves from each of the different forms with ease, but to such an extent that he can mix two or more forms together to great effect. He demonstrates this when he unveils the Rokushiki hidden technique, Rokuougan, during his fight with Luffy. The massively powerful technique, usable only by one who has literally mastered all six forms as stated by Lucci himself, is so strong that it causes severe internal injury to Luffy&#039;s body; no small feat considering he has a rubber body. Luffy described it as if an &#039;Impact Dial&#039; with much more greatly amplified power went off inside his chest. Not much is known about Hattori, the pigeon that is constantly seen perched on Lucci&#039;s shoulder. It appears to have no special significance. While acting as Lucci&#039;s voice Hattori expresses human body language, matching the behavior of a professional shipwright: constantly insulting and lecturing Paulie because of his reckless lifestyle. After the CP9 reveal their identities, Hattori loses many of his human characteristics, although he is seen wearing a coat and drinking from a cocktail glass.!~

Shuuji is Harima Kenji's little brother. He first appears at the Tsukamoto doorstep as a kid who supposedly ran away from home, but the truth was that he had become infatuated with Tsukamoto Yakumo and wanted to get close to her. While there, he plays some games with Tenma, all of which he wins (Tenma later calls on Yakumo to beat Shuuji at Go, which he has no idea how to play). Sometime after this incident, he helps Harima protect his animals by dressing up like them and pretending to reherse a play. Most recently, we have seen Shuuji attend the Cultural Festival with Tennouji Mio.   Shuuji is Harima Kenji's younger brother, although they don't live together.   Shuuji fell in love with Yakumo at first sight, and even ran away from home to get close to her. They represent the Go Faction. Shuuji and Mio go to the same school. Shuuji does care for Mio, even though he likes Yakumo too, as he was worried about her when she got lost during the Cultural Festival. 

Harry Mackenzie is a blonde-haired exchange student, skilled at fighting and a rival of Harima and Hanai. His name is pronounced the same as Harima's (in traditional Japanese use of family name first, Harima Kenji) when using Katakana, which leads to more than a few misunderstandings between the two. He is once mistaken as Harima Kenji by Hanai. He rides a gold-coloured motorcycle with a Hyaku decal and often wears red clothing and red shades, making him a parody of Char Aznable's Quattro Bajeena persona. He was first mentioned in chapter 2 of the manga when Yoshidayama misread his name and told Harima that the latter was in class 2-D. He is popular with the opposite sex and can easily attract them.
