Laplace is a large sea Pokémon that resembles a plesiosaur. It has a blue hide with darker blue spots and a cream-colored underside. It has large brown eyes, a short horn on its forehead, and tightly curled ears. It has a long neck and four flippers. The foremost flippers are larger than the hind. On its back is a heavy, gray shell covered in blunt knobs.

Laplace is a gentle, helpful Pokémon that enjoys ferrying people across bodies of water. In the past, its docility made it an easy target for hunters, and it was driven to near-extinction. Recent protection efforts have seen Laplace become overabundant instead, which is now affecting the fish Pokémon numbers in some areas. An intelligent Pokémon, it is able to understand human speech. Laplace have been known to travel in large pods across the seas, spanning both polar and tropical areas. To keep in touch with other of its kind, it sings enchanting melodies.

A young boy named Satoshi embarks on a journey to become a "Pokémon Master" with his first Pokémon, Pikachu. Joining him on his travels are Takeshi, a girl-obsessed Rock Pokemon Trainer, and Kasumi, a tomboyish Water Pokémon Trainer who may have a crush on him. Satoshi and Co. end up traveling through various regions, including Kanto, the Orange Islands, and Johto, and then enter the Pokémon League competitions there. Along the way, they run into many confrontations with Musashi, Kojirou, and Nyarth, a trio of Pokémon thieves who are apart of an evil organization called "Team Rocket". But everytime Team Rocket try to do their evil deeds, they fail thanks to Satoshi and his Pokémon.

The film's plot tells the story of how Satoshi (Ash) and Pikachu came to know each other. On the day they set out from Masara Town (Pallet Town), both of them saw a Ho-oh flying and made a vow to someday meet it.
