Sylia Stingray (spelled Silia in Bubblegum Crisis) is the 24-year-old ringleader of the Knight Sabers. Very calm and cool-headed, she does not show much emotion. She is the daughter of Dr. Katsuhito Stingray, the man who originally created the boomers. He was murdered by Genom executive Brian J. Mason, and his death was covered up as an accident, but an unknown individual managed to send Sylia a data unit, providing her with Genom's future plans and the technological means of creating the Knight Sabers' hardsuits. She wears a blue and silver Hard Suit equipped with retractable sword blades in the forearms, laser cannons in the palms and wings for full flight capability.  Professionally, Sylia is a wealthy businesswoman whose business ventures, aside from the mercenaries' fee, finance the team. Her primary business is the lingerie shop "Silky Doll" she personally runs, housed in her private building, Lady's 633, on whose top is also her penthouse apartment functioning as the Knight Sabers' base of operations. In the near future, Tokyo was left flattened as a result from a great earthquake. A new city, MegaTokyo, was then recreated due in no small part from the aid of a multi-million dollar company, Genom Corp. Genom created and mass-produced biomechanical creatures called Boomers to aid in the restoration of MegaTokyo. When the Boomers began to run out of control, the ADPolice at first tried to stop them, but they proved to be far more difficult to deal with than was first imagined. Under the ever looming Boomer threat, a group of four girls from varying degrees of society banded together. Calling themselves The Knight Sabers, they were the only ones with enough firepower and resourcefulness to defend the fledgling MegaTokyo from Genom and it's berserk Boomers.

Laura Chapman is an American voice actress working with ADV Films, known for her roles in the English-language dubs of anime series.    She is a gifted singer - a talent she's yet to be able to put on display in her voice-work - but her ability to hold a note for long periods of time earned her praise from peers and director Matt Greenfield in her part as Galatea in Bubblegum Crisis Tokyo 2040. The saga of the Knight Sabers continues as the group tries to find out who or what is behind the recent string of robberies, murders, and Boomer malfunctions which are somehow related to the creation of an advanced artificial intelligence. Furthermore, it seems that the Knight Sabers may be breaking up.

Take the characters from a number of sci-fi based animes, a stage not unlike "Wacky Races," super deformed madness, and general insanity and what you get is Scramble Wars. While Scramble Wars does include characters from the original Bubblegum Crisis, Gall Force and Genesis Survivor Gaiarth, it also has a few other characters from other animes such as AD Police and Riding Bean. It doesn't matter if you loved or hated any of these series, as long as you've seen at least one of them you'll have a great time watching this, though the insanity is so generic that it really doesn't matter if you haven't seen any of the animes featured in Scramble Wars. 
Wacky Races! No not really, but close enough. Genom is holding a race; the winner will receive the Genom Trophy! Woohoo! Yay! Enter, Priss on her Motoroid, Linna and Nene, Sylia and Mackie, a Boomer... A Boomer?... okay... and characters from other animes already mentioned a million times. All will be racing against each other to win this prestigious trophy for some reason. And all of them will do anything to win it...
