Shizuku is a junior high student living in the Tokyo Suburb of Tama New Town. She loves to write, or at least has the potential for she writes the translation of the song "Country Road" from English to Japanese for graduation (she also creates her own version for Tokyo, which shows that potential as well). At the beginning of the film, it's summer and all the students are awaiting the arrival of the new school year. Shizuku is determined to read at least twenty books before that happens. Her local library does not have one that she wants to read the most, so she goes to school to find it and it's there. While she is checking it out, she notices the name "Amasawa Seiji" on the card. And she remembers that most of the other books had that same name. It turns out that it's a boy in her same grade, whom had mocked her original lyrics to "Country Road' as corny earlier. She calls him a jerk, without even knowing who it is.    ~!Later in the story, they develop a bond which then eventually turns into love. Amasawa even asks Shizuku to consent to marry him when they get older. She says yes. !~

A quiet bookworm in Usagi's class called Amy in the English adaptations of the series. She is hugely intelligent, with an IQ of 300, and can transform into Sailor Mercury, acquiring power over water. Ami's shy exterior masks a passion for knowledge and for taking care of the people around her. She hopes to be a doctor one day, like her mother and tends to be the practical one in the group. Secretly, she is also a fan of pop culture and romance novels and becomes embarrassed whenever this is pointed out.   


Baby sister of the trio, Ai has a spunky, tomboyish personality and demeanor, and has a genius-level I.Q. and is particularly adept in mechanics, computer programming and engineering. She has built a wide array of gadgets to help her sisters in their heists. A typical teenager, she seems to be preoccupied a lot and dreams of falling in love. Being a high school girl, she also has a pet tabby kitten called "Tiger."

While not as skilled as her sisters, Ai has none-the-less mastered a number of skills and is regularly the one who operates the get-away vehicles for the heists, including helicopters, gyrocopters, trucks, motorcycles, cars and mini-planes. Prior to times-skip Millianna's appearance seems to have change throughout the years. Her hair is arranged in a messy way. She still retained her cat-like appearance still wearing a choker with a bell attached unto it. Her attire consists of a hooded cape, long striped leggings, evening gloves, tight and small shorts with a belt and boots. She seems to have no upper attire revealing her bikini top uncovered. In the TV series, she gained emotions when she established a connection with Yuu just as she was about to die following a fight with Black Rock Shooter. When Yuu preferred to live in her world than reality, Strength was forced to switch bodies with Yuu, although she doesn't cast a shadow. She inserted false memories of herself into Mato to make it seem like they've been friends for a long time, though she eventually came to like Mato herself. She has the ability to put herself or others into a comatose state, sending their mind into the body of their darken persona. Hero TV considers her to be the Idol Superstar of the hero world. Her costume includes crystal nails and freezing liquid guns. It also includes advertising for Pepsi NEX, a zero calorie Pepsi available in Japan developed by Suntory.  Early in the show, Karina becomes unsure of her direction as a hero, claiming she had only become one as a stepping stone to her ambition for a singing career. Kotetsu speaks with her following one of her piano performances, urging her to do what makes her happiest.

The brothers’ younger, ever-cheerful sister. Himari loves her brothers very much, and is constantly smiling so that they will worry less about her illness. After being discharged from the hospital, she loses consciousness and dies at a trip to the aquarium. She is revived by a penguin hat bought at the aquarium's souvenir shop. When she wears the penguin hat, her appearance and personality changes to that of a dominatrix, donning a skintight costume and ordering the brothers to obtain the Penguindrum in order to extend her life.

Black★Rock Shooter (Anime) Yuu's hair is more combed down, and not as choppy as it was in the anime. She also now wears an orange hairclip on her left side, and wears a school uniform different from her OVA appearance. Similar to her OVA incarnation, she is excitable and perky; she is also eager to tease Mato often. Unlike her OVA incarnation, however, she is perfectly comfortable with the idea of Mato having other friends, and in fact actively teases Mato about her friendship with "her Tiny Bird".  She is fond of skipping classes in favor of drinking coffee at the consultation room. Mato notes that she is trying to be mature for some reason, and indeed she takes concern over Mato's well-being. Mato also says that when she knew her in kindergarten, she was excessively more hyper, and often did "weird things". Emilia is good natured and likes to take care of others, though she herself refuses to admit it, instead thinking of it as her own selfishness. She is indifferent to her own appearance, leaving [Puck](https://anilist.co/character/90187/Puck) to take care of her clothes and hair. Because her appearance is similar to the [Witch of Envy](https://anilist.co/character/127242/Satella), she has received unfair discrimination from others. She sometimes acts like a child and is unacquainted with the world as she used to live in the woods with other Elves, though despite this she still works hard to become a ruler.

Ayame is the eldest daughter and heir of the Yomogawa family that governs Aragane Station. She is the user of the master key.

Violet is described as a very beautiful young woman, being almost doll-like in appearance, with light-blue eyes, a fair complexion, and a slender frame. She is noted for her womanly semblance. She has waist-length golden hair with locks that frame her face. She either has her hair untied, in a low ponytail, or, after becoming a Doll, pulled up into two braided buns with two red ribbons. Due to losing her arms in the war, Violet received maneuverable prosthetic arms made of adamant silver. After the end of the war and on normal occasions, Violet is often seen wearing a white blouse, a green skirt and a pair of heeled brown boots.
